Why does he act this way?

he's probable shy and might think you would have no interest in him even if you showed it before as a guy i can over think things and look down on myself like thinking things like no way she likes me etc.. so you gotta make the first move on him if you want him otherwise he'll keep avoiding contact even if he really likes you
